Global Human Resources
Human resources which must be nurtured for the development of the nation, international community, and global economy, within a modern society marked by increasing globalization. This goes beyond language skills and includes concepts such as the ability to think independently, communicate one's own ideas to and understand persons with different cultures and histories; the ability to understand the other person's strengths and create new value without being bound by existing values; and having a global perspective. The government's Council on Promotion of Human Resource for Globalization Development has included the following factors in the concept of global human resources that should be developed and utilized in Japan:
1. Linguistic and communication skills;
2. Self-direction and positiveness, a spirit for challenge, cooperation and flexibility, a sense of responsibility and mission; and
3. Understanding of other cultures and a sense of identity as a Japanese.
