Evaluators Organizations certified by the Minister of Education, Culture, Sports, Science and Technology (certified evaluation and accreditation organizations). Subject institutions can select from among several certified organizations. National University Corporation Evaluation Committee within MEXT (It appointed NIAD-QE to undertake evaluation of education and research and respects its conclusions)
Subject institutions National, municipal/prefectural, private and company-sponsored universities, junior colleges, colleges of technology, and professional graduate schools National university corporations and interuniversity research institute corporations
Contents of evaluation Evaluation of the overall conditions of education and research, management, and facilities based on the certified evaluation and accreditation organization’s own evaluation standards Performance-based evaluation of corporations in respect of their attainment of their mid-term objectives, mid-term plans and annual plans for education research, and management; operational management; and financial condition
Way of expressing evaluation results Decision as to whether the evaluation standards have been met (whether the institution is in conformity) Achievement is graded for each item in the mid-term objectives.
Publication of evaluation results Published Published
Utilization of evaluation results Evaluation results are used for quality assurance of education and research and to improve the quality of the educational institution. The evaluation results are not reflected directly in resource allocation. Evaluation results are reflected in the content of the next mid-term objectives and mid-term plan and in the calculation of management expenses grants.
Evaluation period Institutional: At least once every seven years

Professional graduate schools: At least once every five years

Mid-term objectives period evaluations are conducted every six years. (The evaluation for the third mid-term objectives period is at the completion of the fourth year and at the completion of the mid-term objectives period.) Yearly evaluations are conducted every academic year.
